Does anyone know what this is?

I don't know, but I believe it may be a latch of some sort.
Turns a pin where your fingers are and pushes over another
part with the square chamber to latch. End left elevated to grasp.
Totally a guess.

Since there is no hole for a pin it can't be rotated by or cause a shift to rotate, so it only rides on a pin. Something must "ride" in the groove. Or the groove rides on something that goes up and down as it rotates, like a cam. I expect it was part of a machine in an old mfg plant.

I agree it couldn't rotate a pin about it's axis.
I meant twist it as in turning the ends 90 degrees and then latch.
It looks like the inside of that groove would be much
smoother if something repetitively rode in it or it on another.
Outside/top edges of it are pretty smooth if a guide pin/roller
were used and it didn't touch the bottom of the "track".
Interesting piece. I'd like to know what it is. Nice workmanship.

It's wheematrackle used for adjusting a glackinator.

No...a glackinator uses a thingamajig for adjusting right or left!! The weematrackle is fo a tackglackinator that goes up and down!!
Don't ask me how I know!!

I agree. It looks also like the ends of the "top edges" towards the hole end show a little wear, as if they rode constantly on a moving part and then the moving part went occasionally up the edges then back, like a cam would do when the lobe comes around.

Too funny  I love the show This Old House on PBS when they do the "what is it" part! They give some pretty good ones trying to mess with the other guys :D
