The other might be a swinging drawbar that is pinned under the tractor and placed on the drawbar attached to the 3pt lift arms.

It appears to be off some kind of implement. Not sure what??? Almost looks like it would fit as a stabilizer bar from under the fender bracket to the three point lift arm pin on an implement???
Just a guess.
It is not thick enough to stand the kind of weight that the swinging drawbar underneath the pto will carry.

Found a photograph of mine .

There are other much lighter tow hitches that took different drawbars , not quite the same pictured here but I have seen simikar with the double height end .
