If it's slipping on the low side but not the high side then you likely have a leak on the clutch piston or slipper rings of that clutch. If both high and low are slipping then the problem is more likely towards the pump or controls. If it's stalling the engine when you shift, then you have warped clutch plates.
I'm not familiar with working on TW's specifically so I'd rather not speculate on parts costs too much other than to say it'll probably start at 500 or so and more likely head towards a grand. Labor... I'd expect to run into the 1.5-2 day range, again depending on what's blown up...
At a minimum you'd want to fully reseal everything in there as well as replace the clutch drive and driven plates on BOTH sides. Then you're done of it for another 30 years. Might also be an excellent time to replace the main clutch and pressure plate along with the pilot and release bearings and engine rear seal...

We went through our dual power on our 9000 last spring. We split the tractor and took the complete dual power assembly to the ford dealer to fix. There are special tools for taking these things apart and putting them back together. Our clutch pack housing was busted all the way around so we got a used one from worthington ag for $300. Our clutch plates were good so we re-used them. There was $300 in labor plus another $200 for seals, thrust bearing, gaskets and input bearing.

Total we had $800 into it but installed it ourself. I'm betting if the dealer did all of the work we would have been looking at a $3500 to $4000 bill.

The dual power on my 9000 was missing when I got it so I located a used one, and put all new bearings and seals in it. I didn't have a manual at the time so I didn't know about the special tools, or I probably would have taken it to CNH to get it done. Anyway it has worked OK for four years now but then I really baby it. LOL.
