The song is named for the Ashokan Center in the Catskills. Written in 1982. The Ashokan Reservoir is part of the NY city water system and the Center is nearby. The original community site of Ashokan now lies under the water of the reservoir. Our home in NY was just over the mountain from Ashokan.

You are correct, however, it has become "common knowledge " that it was written during the Civil War and occasionally the story is embellished as being a tribute to a dead soldier. I can't count the number of times I've been told that. A gift from Ken Burns.
