You used the Ohm's scale and found that one or both supply wires had continuity to ground?????????


or

You used the Ohm's scale across the two supply wires and found ZERO resistance????????????

Also the PTO coil should be disconnected when reading resistance with a meter. If voltage is on the coil it will peg the meter.
