At no load that is normal . What is the voltage at 1/2 and full load ?
Anything up to 132V is usually tolerated by most
Electrical/electronics .
 
128 volts under load is a bit high but not excessive. That's roughly what my Honda puts out under load. The voltage at my house when it's on the grid is around 125 + 125 = 250 volts.

It's better to be a bit too high than too low. High voltage might pop a light bulb, but low voltage can burn out refrigerators and air conditioners.
 
If that's the NO LOAD voltage (and your meter is accurate???) I think it will be okay as often the voltage will sag a bit when a load is applied subject to load and generator design. The 60 HZ is great again subject to load and genset design.

I used to calibrate meters. Meters aren't that accurate. Measure power companies voltage through out the day. It's all over the place. No biggie.
