I've posted about my outside flood lights
not working on my 12v 1966 synchro 4020.
I thought a new light switch would fix my
issues. It didn't. My new question is,
how do you test the circuit breakers? Can
you disconnoct the wires from the bottom
circuit breaker and move the top ones down
and see if the problem goes away? What's
the big round thing to the right of the
circuit breakers?

I know I'm late commenting and this may have been answered previously, but has the rust and old paint been removed (or eliminated as a possible cause) from where the light bodies attach to the fenders? (I'm assuming the ground connection for each light comes through the chassis/fenders rather than through dedicated wires.)
 

I was thinking the exact same thing .
Run dedicated " ground wires " instead of relying on the rusty chassis connections .
 
The circuit breaker was bad. I removed the wires off the bottom breaker. Replaced them with the top wires. My outside floods and other components in that circuit worked right away.
