1939 f14,tear main seal leaks real bad, should I use an additive to swell up the seal and hope it stops the leak or should it be replaced, if replacement is needed how big and bad job is it ?,

That is a rope seal, no additive is going to fix that. Pull the engine and replace the seal. Small tractor easy job for the experienced. It’s an art to install rope seals though.

Replace it. Nothing else to do with a 90 year old seal .
You find other things while you’re in there. Like change out
Soft plugs , front seal , all goes with the age of that machine. Look it all over real good. Is the rear main bearing wore out ?
Don’t split twice .
