This tractor sat for 20+ years in storage. Ran decent but I
was going down hill and it throttled up on its own. After
the first 2 clicks on the throttle it goes wide open. Any
help would be appreciate

Thanks

Make sure governor linkage is adjusted properly and moves freely and is lubricated lightly as others have said. Rebuild parts are available. Possible but not likely the butterfly valve is loose on the throttle shaft. Post again if you need more help.

Just FYI, with the engine off and the throttle in the idle position the linkage from the governor to the carb should have very little tension on it and move freely and smoothly its full stroke. Opening the throttle to the position of full throttle should tension the linkage away from the idle position at the carb. Maybe obvious, but wanted to make you aware the differences between throttle positions is normal.
