Farmall C hyd. pump

I have a farmall C and the hydraulic pump gets hot when it is ran for afew minutes. The lift arms have never worked on it since I got the tractor about a month ago. When I take the lines going from the resivour to the pump off there is oil in the pump, so that leads me to believe that the oil is setting in the pump and not moving thus causing it to over heat. I need someones thoughts on this, is the pump shot or is there something wrong in the hyduaulic resivour where the lift arms are?

Brian: With oil at the pump, if it doesn't move it, the pump is toast.

When I took the lines off I took an air hose and blew in both holes where the lines go into the block with the lift arms, the arms go to the rear position as soon as air is blowed in there but they don't go to the forward position unless I help it out by hand while blowing air in that hole. So is there a problem in the lift or is it supposed to be hard going forward?

here is a link to an online service manual. the same manual covers cub, Super , and C. the pump getting hot normally means there is a restriction in the system blocking fluid flow. Than can also be caused by the stops not being adjusted right so it is still trying to move the arms after they have reached the end of their travel.
