Hey guys i think i know the answer to this question, my C only runs in the high range of the throttle.(this is like the top 5 notches) and it wont go down much further than that anyways. now would this be an incorectly adjusted govorner or something else? thanks.

The linkage to the governor lever is too long.
When the throttle is moved to the wide open position, the governor arm should be pulled to its maximum extent. adjust the rod, and look for springs that are missing or broken in the linkage. Most farmalls have a dead part of the travel for the governor that is as much as one third of the travel, it is at the idle end of that travel. Jim

To be certain that you are working on the correct link, the linkage is from the hand lever to the governor on the right side of the engine, not the carb to governor linkage at the carb.
Different issue there. Jim

its the linkage on the right side coming from the hand lever, but i do have a question now that you bring that up. on the choke when its pulled out its open, i know on most tractors pushed all the way in is open ive had the carbarator off before but never messed around with that part of it. is this how its supposed to be or should it be in when its open?

when i had the carborator off i futsed with it to try and get it to how it was supposed to be and when its turned 180 the mounting for the little disk is on the other side.
