My son is looking at buying one. Lightest class around here is 3500.
I've pulled A allis wd against them in 4000 to 5000 pound classes.
 
Bolting in a 350 engine gets you to 175 cubes vs the dismal 152 of the H. That might be enough to run in low gear with stock tires, but beyond that you will have to add some stroke at greater cost.

Head work, cam grind, and high domed pistons would work well for "stock" or MPH classes and not break the bank.
 
fresh valve job and ih firecrater pistons make a huge difference, i went from killing the motor half track to winning the 4000-5000 lbs class the last 3 years at the local fair and tractor club. At that point a super h carb/ air cleaner for better air flow
