My son just got a Farmall M and it was starting and run poorly so we installed new plugs, points, cap and it still not running correctly so I am thinking it could be the carb. The carb floods easily and in a few seconds when trying to start gas will pour out of the bottom of the carb, not drip but a steady stream of gas, the guy that had it before said he rebuilt the carb. could the needle and seat or float be the issue?

That float pivots on a steal crosspin, like the rest of them, maybe is slipped out of the uprights, and the float sticks down, letting in to much gas!
 
yes, because they did not squeeze the pin anchor to hold the pin so it dont slide out. plus the float could be heavy, and the other thing is when they say they rebuilt it... !! i have cleaned many a carb and made my gaskets and dont say i rebuilt it and they work perfectly.
 
I rebuilt the carb on my H, it ran great for a year or two then became difficult to start, then wouldn't start at all. Seemed like too much gas. I took it off, disassembled it, blasted carb cleaner through all the holes, blew it out with air, reassembled it, and now it starts and runs great again. Don't even have to choke it. Must have had a little chunk of something in there.
 
Is it normal for these carbs to leak gas from the bottom of the carb bowl? Many years ago my dad had an H and I recall it would drip a little if it flooded.
