Farmall M help needed

Do the push rods on a Farmall M have to be put back in the same hole? First and second cylinder from the front, the exhaust values will work properly but the intake valves won't open and shut right. Rocker arms on those two cylinders for the exhaust valves won't work, why?

NO, THE VALVES ARE NOT STUCK

NO, THE VALVES ARE NOT STUCK

The push rods can go in any hole, no problem. Are you sure the malfunctiong pushrods are seated down into the lifters?
 
Lifters may be siezed if the push rods don't move. but they can only be siezed in the up position which would of course hold the valves wide open.
