I was wondering if there is any thoughts on moving the bracket for the hitch from the back of the axle to the front so I can have the hoop closer to the axle.

That is what I did on my H. That puts the loop up under the PTO and the hook point can be where you need it. Mine is 18" from the center of the rear axle.

Nice pic. Another question for you some people tell me to hang the weights in the middle of the tractor or wheel weights instead of off the back. And does it matter if they hang on the hoop or if there is a seperate bracket to the frame.

Hanging them in the middle works too. I have a nice belly bar on my H. Wheel weights are good if you don't mind throwing them around or if you can put them on and leave them. I prefer not to hang weights from the drawbar loop just to keep from making it sag in the middle so you don't loose hitch height.
