m! Do I need to take the front cover off
the tractor? Also does it need to be in
time?

Remove it from the carburetor and the three bolts from the front of he gov,they come out to the rear,and it pulls back, no it doesn't need to be timed when installed !

There is a hidden bolt between the governor and engine block.
