felpro head gasket for 172

Probably because that's the way the Ford Engine Cooling Engineers designed it and FelPro Engineers copied it. It is not uncommon at all for the gasket to have smaller and fewer coolant holes than the head and/or block. Enlarging or adding holes in the gasket defeats the work of the engineers who knew what they were doing.
 
Are there matching holes in the block? Some times there are holes in the head that only there to get the sand cores out after casting.
 
I'm not sure what the differences are, but the parts site shows different part numbers for the head gaskets for the gas vs. diesel 172 engines. Make sure you got the proper one for your engine.
 
Verify that you have the correct gasket for your 172 CI engine, e.g., early/late, gasoline/diesel.
