I'm planning on selling my super h, would spending $300 on fenders dress up the tractor enough to give me a return on that investment?

No. Fenders are liked by some, not by others, I don't think I have ever seen fenders on an H or M, I don't live in a state where they were required.

No. The first thing I do is remove them and sell. I don't like the way they look.

Unlike a house, anything you do beyond a basic cleaning (and waxing if it's got good paint), is wasted money when selling a tractor. There is no "return on investment" adding accessories, unless you can get them cheap cheap cheap.
