Yes, but you need the correct model.

All TO-35's have the hi-low transmission so that will not be an issue.

But not all have the live power. You want one with a two-stage clutch. This slutch has two set positions. The first (about 1" to 2" from bottom will release the transmission power. Then go the final distance on the pedel and the PTO clutch is engaged.

The TO-35/MF-35's are often identified with a three letter code in front of the SN. You want the letter "M" in the third position.

1st letter is the chassie type: S= standard wide front
2nd letter if fuel type: G= Gas for example
3rd letter is clutch type: M= two stage clutch (live power), F= single stange (non-live power)

I think you'll find the TO-35 is one of the best tractors out there.

Jeff is correct.
I use my 35 with a 5' tiller and it works great. You will definitely want live p.t.o.
Mostly for the fact that you can make much cleaner "ends" to the ground. With live p.t.o., you can till up to a specific point, stop the tractor (while tines are still rotating), and then shift into reverse (while tines are still rotating) and make a second pass in reverse.
If you lift everytime you exit a pass, it makes for shallow tilling on the ends and throw dirt clods all over the place.
Low Range 1st gear is perfect.
 
TO35 "Deluxe" is probably what you're looking for, with a live PTO.

In low-range 1st gear, with the engine revved up to PTO speed at best torque, it will travel about 1 MPH. That is just about right for a 5 foot-wide tiller. Any faster and it will lack power unless you've got very soft soil and very flat land.

I run a 5 foot King Kutter tiller on one of two tractors. A TO35 Deluxe, and my IH B-275. Both have hi-low range transmissions and live PTOs.
Both are rated around the same power, but the IH handles the tiller a bit better. I suspect it has better low-end torque.

The TO35 makes the best torque at 1500 RPM and that works best when running a 5 foot tiller.
