ferguson hay rake D-EO-20

I'm new to this forum. I am working on the Ferguson D-EO-20 rake. I'm trying to figure out the secret to put the tine bar on to the star wheels. I'm lacking about 1/2 inch to get it on both stars.
Any help would be appreciated.

Loosen the bolts that attach the wheel like thing to the hub.

Thanks for your response. I actually figured it out yesterday.
You do gave to remove the nuts and outer bearing on both wheels. I attached the bar to the driven wheel.
Then I had to put a big C clamp between the outer wheel and the frame to angle the wheel out far enough to get the bar over the shaft. What a bad design.
Anyway it is back together.
