I own a Tea20 that has been stood for 40 years. The engine now runs and I have replaced the clutch assembly. The rear arms have risen to the high position and will not drop. Help please

If you go back a page in this forum I had the same issue. Many suggestions on what to look for to fix. Mine was a frozen valve as it had been very cold here in Central Maine. I ended up changing the oil as it had water in it.

Replaced the clutch.
And the problems begin.
New clutch disc no longer have copper or zinc, just to mention a few. New disc are highly, very highly prone to freezing to flywheel due to a
higher steel content. Now you can learn to place a stick on, or hold down the clutch pedal to keep it in a released position when not in use.
UNLESS, you installed a Kevlar clutch. Those just hate any oil leaks and do not put up with excessive slippage.
Mine is Kevlar, yours?
Sitting 40 years. Water (Condensation at least) in the hyd sump has frozen/rusted the control valve. New fluid? If not, drain it and while
empty, replace the control valve.
