Ferguson TO-35 governor

Well after screwing around with my Massey Ferguson tractor starter for weeks I finally decided to take it to an old tractor “guru” in my area. After one day he called me screaming and bitching and told me to buy a new starter so I did. I called him today to tell him the starter was in and he told me they got it started and the governor is letting the tractor “rev wild”… which is news to me. When I bought the tractor I drove it around for 2 hours and the throttle lever behind the steering wheel worked fine. I could easily control the RPMs and it ran fine. I parked it and the next time I went to start it all I got were clicks so here I am. Now that I have a new starter what do you guys think could be wrong with the governor?? I thought these things were just basic mechanics and it would be a simple adjustment?

Start with the adjustment procedure as described in the repair manual. Hopefully that will cure the problem.
