Thanks for the informationConsider yourself lucky if the adjusters aren't frozen by rust but ordinarily you can feel and hear click click click each time the star is rotated. Unless stars are badly worn you'll notice more resistance when turning in wrong direction if that's possible.
ThanksTo tighten the brakes. While at the rear of the tractor facing forward.
Right side.. With the wrench pointed down.. Turn the wrench toward the front of the tractor.
Left side.. With wrench pointed down.. Turn the wrench toward the rear of the tractor.
You should raise the rear tires off of the ground if possible. Turn each tire by hand as you adjust the brakes. Adjust them until you can't turn the tire then back the adjuster off two or three clicks.

Your picture reminds me of Girling brake adjuster as used on TE models. I could be wrong.
Mine is different. Mine has a slot where you fit a flat head screwdriver and turn the star adjuster
