Ferguson TO30 engine frozen?

I washed off my 953 TO30 after bush hogging and tried to avoid the ignition/carb-the next day the engine wouldn't turn over-pulled the starter out and checked it which was fine-could the engine be rusted up aleady? If so-any tips on what to do next-thanks for the help

clean all of your battery cables both ends and also the wire going from switch to starter. If that don't work put a crank in and turn the motor over, then you will know if it is locked up or not.
