Fergy TO20 governor?

I have a 1951 or 52 TO20 tractor. She starts and runs perfect when the PTO is not engaged. When I engage the PTO and put it in gear (usually 2nd gear), but the engine seems to rev, then down, rev then down,, not drastically-- but enough I can feel it and I can certainly hear it. Almost like there is a governor on the engine limiting the RPMs?
I thought at first I had some old gas, I put in new gas and it still seems to do it. It is tolerable, I just wonder if I have a problem .

Oh, the other thing that I noticed is the throttle control (on the steering column), seems to move by itself? Is this normal, I start cutting weeds and 5 mins later I have to increase the throttle again. then 5 mins later again - is that normal or is there an adjustment?

Throttle creep is caused by low spring clamp pressure on friction disc or cork disc may need replaced, is under right side of dash. Clamp bolt assembly holds spring tension, is next to air cleaner assembly, slide on rod as needed to change spring tension.

my 35 governor linkage was worn and way too loose, would not increase the rpms, adjustment procedure in the manual was bit confusing

so I figured out which way the linkage had to go to open the throttle more, linkage was frozen up so had to soak it down good with PB

Important - count your turns and write it down so you know where you started, I gave mine too much boost and tractor did what yours is doing, backed linkage off 1/2 turn at a time until problem went away

you will probably need new cotter pins on the linkage, little guys
