Is #1 cylinder on compression when the rotor is pointing at #1 in the distributor cap?

W, not CCW

To expand on what Jim.ME said, #1 could be at any one of four positions. When #1 piston is at or near top dead center on the compression stroke the rotor should point to #1 wire on the distributor cap. I guess you could try all four possible 1-2-4-3 combinations until it fires but it may not be firing for other reasons and I don't like nasty backfiring that may occur with this method. And I just saw JMOR's comment, yes the rotor moves clockwise.

Take the number one spark plug out and put a cork in the hole. Crank the engine by hand until the cork pops out and then check to see where the rotor is pointing.

Do you have the I&T F0-20 Service Manual and an OEM OP Manual? ALL Ford 4-CYL engines use the firing order 1,2,4,3 CW beginning with the NAA. #1 PLUG IS ALWAYS THE FRONT MOST CYLINDER WITH #4 THE REAR MOST CYCLNDER. Forget the 8N. Hundred Series models are different. 8N uses the CCW direction for one. Use Distributor tune-up per manual. Timing gets set thru side inspection cover to access timing marks in degrees on flywheel using a timing light. Be sure to use correct new when buying new.
