Float setting, Zenith 13880 carburetor

This carb's been on the tractor (Ford 640) for a while, but I've been having trouble lately with the tractor starting to surge and miss after about an hour. I figured I'd try setting the float level, having tried about everything else. Does anyone know how high the float should be set on a fairy new Zenith 13880?

That's not caused by the float setting. Might be the coil getting hot.
