Just got a Hein Werner floor Jack and I dont know what this knob is supposed to do. It is spring loaded but when I push it in or down nothing happens. Anyone have experience with these? Thanks Mark

Isn't it to locate the handle in a different clock position for, say, pumping with the handle lower?
 
I agree with redtom. Some long reach jacks have a knob on the top that you twist to lower and raise the jack. It will also lift up so you can lower the handle to reach further under the vehicle. That lever on the side might be a different style to lower the handle. Might be disconnected.

Yep, those HW jacks such as the model M, have three position Tee handle.

Try pushing that plunger in and rotating the tee handle 45 degrees then another 45 degrees. Once rotation begins you can release the plunger and it should stay in until handle is rotated to the next position.

That upper Tee portion likely ends where the yellow paint stops.
 
Found an Army tech manual on-line. The part in question is used to rotate the handle to one of two positions and lock in position.
