I bought a 1948 "A" and took the fly wheel cover off to discover the fly wheel has been broken and welded. How could it get broken? Should I replace it before it causes big trouble and are they balanced?

Depending on where it broke, they could have overtightened.

Yes, you should chuck it in the iron pile and yes, there is a balance to them.
