I have a 995 david brown /case tractor that gets used very seldom. I started it a couple months ago using carb cleaner instead of either but had to keep it running on carb cleaner a couple of minutes before it would run on the fuel in tank. I am thinking some plungers in the pump were stuck but worked loose. I tried to start it yesterday and had to use the carb cleaner to keep it running and it never would start to run on its own. I am getting fuel to the I P but there is no fuel coming out. Is there a possible easy trick I can do to unstick whatever is stuck or will this need to be taken apart to make work. I get very little smoke when I just turn the engine over.

Not Diesel Tech but here goes. First, verify that you have fuel from the tank to the filter. If so then, verify you have a clean filter that fuel is going through to reach the pump. You have a bleeder at t top of the filter base and also on the pump. Then, crack open all the fuel lines to the injectors. Just loosen them "Do Not Remove" at the injectors. Now spin the engine over with the starter while watching for fuel dripping or squirting from the lines. If you have fuel at all the injectors tighten the lines and the engine should now start without using starting fluid. If it does not then, Plungers or rack in the pump could be stuck or low compression in the engine could be the problem. If no fuel to injectors from the pump i have found that removing the pump and taking to diesel service shop for a complete cleaning and reseal is the best route to take.
 
The DB 995 has the CAV DPA rotary pump, and I'll bet the hydraulic head rotor plungers are stuck as I see a lot of pumps like that lately. ANY traces of water in fuel or bio diesel WILL stick the close-fitting internal parts quickly, and pump will need torn down for a complete cleaning to get it working again. I have a JD 4020 pump apart now that came in for the same trouble.
 
Its a CAV DPA rotary pump. No real rack. Likely the little inlet plunger in the tail of the pump.

Don't use lots of ether or brake clean on a DB unless you like broken piston rings.
