Ford 1220 steering

My Ford 1220 manual steering tractor is too hard to steer. I have checked the bearings and steering sectors and cannot find a problem. The tire pressure is correct and the front tires seems to track correctly. When I add about two hundred pounds to the three pt. hitch, it steers normally.

any ideas?
