Ford 172 Engine?

May or may not have hyd pump drive gear. Timing rears are finer toothed on power units. Some have oil filler cap on rocker cover but still have breather by dist/inj pump.
 
Another possibility is the water pump. I had no Ford industrial dealer nearby ; a friend at a new Holland dealer said a tractor one would fit, which it did. Not perfect, but got me going again. The tractor pump has a wider cast pulley whereas industrial uses a formed sheet metal pulley. The generator and crankshaft have a narrow sheave, so the belt rides too low on the pump. The deep pulley does not line up perfectly with the generator, so the belt is on a bit of and angle , but been working several years now.
 
Depending on the setup, the industrial engine may or may not have a mechanical fuel pump, where the tractor engine was a gravity feed fuel system.
