ford 2000 3cyl red paint

The 3000 we are working on seems to have red paint on the back half of the tractor. I know this was after the red era, but the red seems to be the bottom coat. Just wondering if they were still red in Europe or what might be the deal. Did ford use a red primer? No evidence of red on the front half and the paint is pretty bad so it would seem that it would show through if it was there. Just wondering. As far as year, the tag is gone from under the hood.

I think that they used a red primer at some point. If there's nothing under the red other than metal, it's primer.
