I have a ford 231 industrial tractor ( small three cylinder )and when I try to engage the pto it will not go in , I have to shut tractor off engage then restart tractor ,How do I adjust the clutch Thanks

Ken...do you have the IT FO41 Shop Manual?...fairly straight forward procedure to adjust the clutch....assuming you've got enough lining.....I was having the same issue....the clutch pedal free play adjustment fixed the issue!
