Ford 2600 Wouldn't Start

I was getting ready for a tractor ride on my Ford 2600. I turned the key and nothing happened. I tried a jump start and that failed but I kept moving the high and low range shifting lever and then got dash lights. Then the tractor started. Is this a sign of a problem with the neutral safety switch?
 
I would start with a battery test and cleaning of all terminals. NS switches are common to be touchy but as Harry said NS has no bearing on dash lights, it's only in the start circuit.
