Ford 2610 rear disconnect

Just bought a 2610 ford that needs engine work. It has two shifters on the column. I can put it in any gear and it will still roll. Seems like the trans and rear are disconnected somehow. There is a spool valve on the left side by the pto lever. Does that disengage the rear? Thanks in advance.

There is no disconnect on the rear end of that tractor. The box/handle pictured is the parking brake. The main reasons I can think of for the tractor rolling in any gear are a clutch that is completely defaced/gone or a rear end that has sheared it's rivets in the crown wheel. That's probably more likely than the clutch. This is just going to be a search and discovery mission until you find the problem...

Thanks. There is a parking brake on the other side of the tractor. The lever pictured is spring loaded and won't stay in one position. Also is the transmission a shuttle or just a standard gear. Thanks again for your help.
 
The lever pictured is a parking brake, regardless of what is found on the brake pedals.
The transmission is an 8x4 syncro meaning it has 4 syncro gears on the right lever while the left lever is a high/low/reverse. It's not a shuttle as such and is not synchronised on that lever... but the low/reverse shift should be a straight throw... so it kind of shuttles as long as you come to a dead stop to shift.
