Ford 3000 fuel pump

I've had this ford 3000 for a number of years and it has always been a pig to start, so far I have tried the following:

new injectors, fitted a heater plug into the manifold, new battery & leads

Now the diesel pump has stopped pumping fuel hence it won't start. The engine runs well without any obvious smoke when it finally gets going.

If I change the diesel pump for a re-furbished one, is there a good chance that the starting issue would be sorted?

Still scratching around in the dark with this.

If you have low compression, it will ALWAYS be hard to start.

since you mention fuel pump and injectors we assume its a diesel and a sims injection pump as it has a fuel pump on the side where the rotary injection pump does not. What happens when you try to start it with the cold start button pushed in on the sims inj pump and set at half throttle?? What happens if you give it a small shot of either into the air horn (intake)? How does it start when above 70d degrees? Does it blow white smoke while cranking? does it blow white smoke after starting? how long does it blow white smoke before the exhaust clears up after starting? Does it start differently when you prime the fuel pump before cranking?? Does fuel flow back to tank when its running??(pull fuel cap and look at tank top to see return line port) Does the engine crank over fast? Does the cold start thermo-start aid get hot when activated?? Is the air passages clean and letting lots of air in? It the oil bath air filter full of water or oil?
