Ford 3000 gear issue

I have a ford 3000 diesel, it runs and functions great. The issue I have is it is way to fast. First gear is no where near a crawl gear. First gear is too fast to operate certain implements such as a tiller. It works great with a bush hog in 1st or second but anything after that is just not necessary. The story I have on it was the wheel base was narrowed in order to go in between rows in an apple orchard a long time ago but I don’t have another 3000 to go off for reference . I really don’t have any problem with the tractor other than it is geared to high. Does anyone have any suggestions? I looked at replacing the gear cluster but I’d hate to spend that money and maintenance for the same result.

What size are the rear tires? The bigger the tire the faster you go.

that did come to mind. I think the difference wouldn’t be enough. 12.4-28 is what’s on it now

What transmission does it have?
The straight up 4 speed is very fast.
The 8 speed (4x2), 6 speed (3x2) and Select O Speed transmissions were quite a bit slower.

Find and list the model codes stamped into the transmission housing behind where the starter mounts
On some models with small rear tires and 8 spd transmission Ford used the gears from a 4000 in the transmission when this setup is used on a model with standard tires sizes the tractor will be geared to run 25-30 mph at road speed
