Ford 3000? Loader Backhoe.

Trying to find out what actual model I have. I was told it was a 3500 but I am questioning that now. It has a 3 cylinder gas engine with a TWO speed High Low trans resulting in 4 Forward and 4 reverse speeds. Has the Paper Air filter that is accessed through a hole in the left side of the hood.
Having carburetor issues when cold start. Fires fine but then sputters and backfires like it is lean then goes rich when the governor kicks in. Runs fine when warm but it has to get warm. Changed out the Holley with a cheap non OEM carb and the problem is still there.

You just described an updraft carburetor. Gas fumes are heavier than air. SO.. you choke must work correctly, and yes, it needs to warm up.... so that it can vaporize the gas fumes correctly. Ford even runs the coolant through the intake manifold to help this symptom. But it will be really cold natured till it warms up and you need to keep a partial choke on,, for three to five minutes as this happens. A 3500 will have the heavy non adjustable front axle...and front end. Usually an odd transmission and often NO 3pt or pto.
 

Your tractor is indeed a 3500 industrial which is based on the 3000 Ag model

Model # 35022G = 3500 industrial, gas engine, trans pto, 4x4 manual reversing trans
There are 2 date codes
6C14B = March 14, 1966 on day shift
6J16 = September 16, 1966
Having a later serial number for the 66 models I believe September is the date of final assembly

As for the poor performance insure you have good fuel fuel to the carb and then check spark
 
I have a 67 gas 3400 TLB. Fought your same symptoms and more, replaced Holley with a rebuilt Holley, constant tune-ups, changed/cleaned plugs every day, no change. Finally retrofitted with a Zenith, installed pertronix and accel supercoil. It hasn't missed a beat in 20 years now. Choke cable is frozen from no use, cranks immediately. You still need to let it run for a min or so before moving. I don't know which fixed it but I'd do the same again.
