Ford 340 power steering

I'm looking for suggestions to stop a reoccurring leak at the gasket for the power steering in my 1979 Ford 340 Industrial tractor.

I've replaced the gasket under the oval cover on the steering at least 7 times in the 12 years I've owned the tractor. I've torqued the bolts that hold the cover on to 35 ft lbs, but after a couple hours use, they work loose and leak power steering fluid everywhere. I have tried replacement Ford gaskets, a copper gasket, and homemade gaskets (gasket paper). They all fail.

Has anyone else come across this? What did you do to fix it? It's already cost me a power steering pump.

I would use new bolts and put some blue loktite on them, and don't run the tractor for a day or so after you put it together so the locktite has time to set up with no vibrations. I know it should set faster than that, but I would let it go as long as possible just to be sure, but I'm superstitious.
