Ford 3600 3 pt

I just got a 3600 that had been sitting in a barn for about 10 years. I changed fluids and filters and got it started. When I started it the first time the lift arms came all the way up and the hydraulics sound like they are under a load and the arms won't go back down no matter where the position lever is. Do I have a stuck valve or something?
 
What do I need to do to access the spools, are they on the side of the transmission? This is the first Ford I've owned so I'm not too familiar with them yet.
 
They are on the underside of the lift cover, which is the large plate on top of the rear axle center housing that the seat is bolted to and that has the upper lift arms coming out of it.It is not difficult to remove the cover, but it is bulky and heavy so you need either a strong helper or an overhead hoist of some kind. Getting a service manual first is the best way to go.
