Ford 3930 PTO

Trying to get some guidance on the PTO for this tractor. The tractor was originally built from the factory for laying sod. So the PTO was never actually used, but it has all the inner workings. Added the shaft, but it's not engaging. The 3 point lift works perfectly fine. I'm wandering is this thing should have a 2nd hydraulic pump "with the gear" in order to work the PTO any help is appreciated. I added a photo of where I believe the 2 pump would go..

Post your question on the Ford forum. The engine mounted pump is used for the Remotes. The internal pump is for the lift arms and the IPTO operation. If all the internal parts are there it should work. If the tractor didn't have a PTO shaft from the factory, I doubt if everything is there to make it work. It needs a hydraulic actuated clutch pack and a control valve to operate it.
