ford 4000 position control

I have a 65 ford 4000 and the position/draft control lever is stuck in the draft position. I think its stuck but i don't know how to get it into the position control. Any one have any ideas?

do you have 2 control levers? Mine rusted up inside the cast housing, had to disassemble to fix it

The secret for mine, learned right here, and not in the manuals (that I could find, anyway) at all - drop the thing all the way with the quadrant (put it down, way down, all the way down) THEN try moving the draft/position lever. I thought it was hopelessly stuck and I'd have to dive into taking the cover off - nope - once the thing was dropped to the bottom, it moved without very much force (still kinda stiff, but not so stiff that I thought it would break if I pulled any harder, which is what it had been with the hitch/implement raised)

no just one control lever on the rightside of the seat just bellow the hydraulic controls for the rear outlet. i just cant seem to figure out how to get it to work. ill try lowering it all the way and see if it will move.
