Ford 4000 pto not working

Can anyone suggest why my pto on a 4000 isnt working? It seems to try but has no power when hooked up. Tractor is a 3cyl with a Select O Speed.Trans works beautifully.
 
Probably a broken or mal-adjusted PTO shift cable. If the transmission did not work correctly I'd suggest it would be more serious.
Be SURE that the transmission works correctly when you engage the PTO too. IF it doesn't then you probably have a leaking PTO clutch pack or sealing ring. I don't know enough about the S-O-S to give you any more info than that....
