My cousin was rakeing hay today and his 4000 gas vapor locked on him. Is the gas cap the problem? He needs to bale with it tommorro so any help would be great. If I have to I can loan one of my tractors to him.
 
If it's a 4 cylinder 4000, then as Brian said, it's most likely that the fuel lines are getting too hot near the exhaust manifold. Make sure that the heat shield is in place and doesn't have rust holes, and tell him to try to find gas that doesn't have any ethanol in it, as it boils at a lower temperature.

If it's a 3 cylinder 4000, then the fuel cap vent is actually a more likely culprit than the fuel in the lines getting too hot. When it happens next time, open the gas cap real slow and careful and listen for the pressure equalizing.
 
We used to have that issue with our 3cyl 4000's. A quick fix for some days was to add 2-3 gal of diesel fuel to a tank of gas when it was really hot.
 
Raking is not hard work, are you sure it is vapor lock? My 3cyl 2000 acted that way and it ended up being some crap in the tank. It would feed gas for 30 min to an hour and then act like it was starving. Pulled the line loose from the under tank valve when it was doing that and it had little flow. Ended up being a bunch of varnish that had plugged the tank valve.
