Ford 5000 Hydraulic Problem

My 3 point hitch still lifts and lowers but the hydraulic control level is very hard to move up and down. It is hard to move whether the tractor is off or on. Any idea on the problem.
 
Have you tried loosening the nut at the rotation point? There is a friction disk/washer in there and if the nut is too tight it can be hard to move the handle. It could also be rust/corrosion inside the housing that the shaft rotates in.
