Ford 5000 overreving

New to the group and wanted to give thanks in advance, I'm hoping someone can help me out with am issue on my Ford 5000. So this tractor set up for about a year then after my dad passed I started getting it back to running. The off road fuel had turned to sludge so first thing was new gas tank, float and petcock filter screen then cleaned the fuel lines out which led me to the injector pump and I found the fuel rail and pistons gummed up so after cleaning all of this I finally got the rail working properly. I bled all of the injectors at the engine and with a little prayer the tractor started up and ran pretty good, I let it stay running in my shop for several minutes when it all of a sudden started to over rev finally got the tractor to shut off by putting it in high gear and bogging it down with the clutch and brake which I know is not good but its the only way to shut it off. I drained all of the water from the injector pump, flushed with a lot of oil then refilled with the proper weight oil. Now the tractor will idle half way decent but will still run away, when this happens shutting off the fuel does nothing, I have to bog it down in order to shut it off. I have noticed it seems to happen most when the governor would kick in like going up an incline or running the bush hog. I'm wondering if its sucking air or maybe has trash in the governor that causes it to stick??? I have not sprayed around the engine with ether to find any air leaks but that is on my to do list this coming weekend. Other than that what could be other causes of this running away?
 


rail is dragging due to scum and deposits.. I had to keep spraying the rail and manually work it back and forth for about 5 minutes several days in a row till it freed up fully and would return to idle position. alternately used carb cleaner and wd40 on it.. it was pretty gumming. Hope this helps.
 
So that would explain why shutting off the fuel wont kill it, essentially your not cutting the fuel if its still sticking? Would that still cause it to over rev?
 
Simms inline pumps sometimes have severe rust inside, causing the governor weight cage sleeve to stick on the camshaft, it MUST move freely for the governor to work right. If pump has high hours it will need the weight/backplate kit anyway, the round wheels get flat spots, and the backplate gets worn divots, and the weights will drop in and cause sluggish action.
Another thought, does the tractor have a turbo kit on it? If so, the turbo inlet side oil seal could be leaking, and engine running away on the intake oil. That would explain why the fuel stop does not kill engine.
 
No sir it doesn't have a turbo on it. Is it possible to get this rust out and get things working properly WITHOUT rebuilding the injector pump?
