ford 5000 simms injection pump

have ford 5000 diesel with a simms piston type injection
pump.# 4 piston is stuck in the up position . I took the side
cover off and I tried to pry it down its stuck ! Is it a major
problem to get to the top of the piston can I simply pull the
block on top of the pump and gain access ?
 
Thanks Bern for the reply the top block is held on with allen head screws is there a gasket in there or is it machined to seal ? I have never pulled one these pumps apart.
 
I have read many articles regarding worn gears and retarded timing on the ford engines. I found the timing marks. I understand I could move from 19* BTDC to 23* BTDC with no prblems. Right now it appears I am at 20* BTDC.

My question is: Exactly where should the timing marks on the engine lie up to? I see my engine and injection pump marks line up at what looks like 20* BTDC. Now how do I get to 23* BTDC if I should need go that far?
