Ford 555A Won't Move Forward/Reverse

Ford 555A backhoe. The clutches and torque converter were all repaired 2 years ago, so I think they should be OK. I was working with it, backed up, shifted to forward it won"t move. Put in reverse it won"t move either way.

A guy at the dealership told me it might be the modulator valve. Is this possible??

Could be a broken axle or pinion shaft?? How do I check??

What else might it be??

Start with pressure checks. I'm going to guess a torque converter drive plate.
