ford 555d backhoe hydraulic problem

I recently bought a 555d ford backhoe with a hydraulic problem. There is little power at the backhoe. All cylinders are in good shape and do not bleed down. I think it a valve problem but I don't know which one or where to look. Any suggestions?
 
I left the FNH dealer when the C's were out, just a guess..Does the loader valve have a power beyond plug for the BH hydraulics?? If so , might be bypassing internally past blown o-ring there..On earlier models there was a valve that bypassed hydraulics when "streeting" the machine to keep from loading down the engine and just driving down the street..This valve might be stuck or worn out..
